Your Step-by-Step Guide to Becoming an LPN in Newfoundland & Labrador

This is the complete licensing pathway based on the official CLPNNL process for internationally educated nurses.

Step 1: Create Your Required Accounts

You must set up two essential accounts:

WES ICAP

Used to evaluate your nursing education.

CLPNNL Account (Exam Candidate – IEN)

Used to upload documents and submit your official licensing application.

Step 2: Complete Your WES ICAP Credential Evaluation

WES will review your:
• nursing coursework
• program length
• academic standing

You must order the Course-by-Course ICAP package and list CLPNNL as the recipient.

Documents required by WES:
• passport identity
• university transcript (sent directly)
• Medium of Instruction in English
• course or clinical hour outlines, if requested

Timeline: 2–6 weeks after WES receives documents.

Step 3: Complete Your Verification of Licensure (VOR)

Your nursing council must confirm your license is valid.

Steps:

  1. Download CLPNNL’s VOR form
  2. Complete Section A
  3. Send to your nursing regulator
  4. Regulator completes Section B
  5. Regulator emails CLPNNL a scanned signed copy
  6. Regulator sends an original hard copy by courier

CLPNNL will not review your eligibility without a proper VOR.

Step 4: Prepare and Upload Supporting Documents

CLPNNL requires:
• employer verification letters
• resume or CV
• Basic Life Support/CPR certificate
• government identification
• work history with hours and duties
• Medium of Instruction letter
• police certificate (submitted last)

These documents validate your competencies and readiness for Canadian practice.

Step 5: Submit Your CLPNNL Application for Assessment

Once WES and VOR are in progress, upload your documents into your CLPNNL portal.

Possible outcomes:
• approval to write the CPNRE
• request for additional documentation
• conditional approval requiring SPEP if competency gaps exist
